BANGLADESH INSTITUTE OF PHILATELIC STUDIES (BIPS) is a non-profit, social welfare organization, established in 1986, to promote stamp collecting as an educational aid for broader appreciation of history, culture and human events.
It aims at encouragement of research and study of stamp collecting,
(a) by providing the exchange of ideas of the stamp collectors and philatelists of Bangladesh and the world;
(b) to motivate people in collecting and studying stamps and to build up a better, safer, unpolluted, drug and terror-free society
(c) development, publication and distribution of books, monographs, periodicals, directories, bibliographies, checklists, audio-visual aids and other educational materials, to enrich stamp collecting in Bangladesh;
(d) by arranging, holding, or participating in philatelic or other exhibitions, shows, seminars and conferences to promote Bangladesh philately;
(e) by assisting its members or general people in acquiring and disposing philatelic materials without profit to the institute,
(f), by cooperation with governmental agencies and private organizations/ institutes/ associations towards the accomplishment of the aforesaid purposes; and
The institute is publishing and collecting books, periodicals, study papers etc. published before and will be published in future and build up an information cell and library for the benefit of the stamp collectors, philatelists and common people interested in Bangladesh and shall supply all information to them at subsidized rates.
Any person, interested in stamp collecting and history and culture of Bangladesh, of any age, sex, nation, religion, and culture may become a member of this institute. Members are to pay an amount of donation to the Institute for study, development and publication on Bangladesh philately and related matters.
All members have the equal rights and privileges provided by the institute.

SIDDIQUE MAHMUDUR RAHMAN was born in 4 September 1946 in Jessore. His father Fazlur Rahman worked in DPI and Foreign Service, wrote a few literary works and mother Sajeda Rahman, a graduate from Shantiniketan, was a housewife and an author. Siddique had his school education from Kolkata during 1853-65, as his father worked in the then Pakistan Deputy High Commission there. He had BA in 1969, but could not complete MA in Geography due to Liberation War. He worked in establishing a high school at Murali, Jessore in 1974-75, had his BEd degree in 1978 and MA in English in 1980.
Siddique joined EDRUC Limited in 1980 and BIRDEM in 1983. He retired from BIRDEM in 2003 after serving in different capacities in the administration, printing and publication. He worked as News Editor of the Bangladesh Monitor and Assistant Editor of Dhaka Calling during 2004-05.
Since boyhood he was a prolific writer and a successful translator. He is experienced in printing technology and edited and published some remarkable books.
Siddique’s publications include Bangladesh Stamp and Postal History, 1988; cvwL (Translation), 1991; evsjv‡`‡ki WvKe¨e¯’v and evsjv‡`‡ki WvKwUwKU, 1995; bvB wK‡i myL (Short Stories), 1997; fvj †g‡q (Translation), 2000; ¯^M© gixwPKv (Translation), 2001; welv³ euay (Translation), 2003; Avi GKUz mgq (Poems), 2004; translated forty poems in ‘Poems of Bangladesh’, 2004; Translated ninety-six poems of Poems, Shahabuddin Nagnri, 2005. He developed two database multimedia softwares on Bangladesh postage stamp in CD, which are unique in whole of Asia. He contributed three articles in Banglapaedia, 2003, Edited and translated Selected Poems (10 poems each of 12 poets) 2005.
He published ‘Asian Voice’ a pen-friendship magazine during 1966-1980; organized stamp exhibition in Jessore, 1976; worked in the First Bangladesh National Philatelic Exhibition - Banglapex, 1984 and in First SARC Summit, 1981; was organizing member of Bangladesh National Philatelic Exhibition (Banglapex), 1992; edited Banglapex Exhibition Souvenir, 1992. He contributes in Scott Philatelic Catalogue of USA since1994.
Siddique is the Life Member of Asiatic Society of Bangladesh; Bangla Academy; Bangladesh Itihash Samity; Bangladesh National Philatelic Association; Philatelists Association of Bangladesh, Editing and Publishing Association of Bangladesh; Authors’ Association of Bangladesh.
Siddique founded Bangladesh Institute of Philatelic Studies, a centre for research and publication for postal history and postage stamps of Bangladesh and published 10 books on postal service and stamps.
